In May 2007, the United States filed an action against the Holy Land Foundation for providing funds to Hamas, and federal prosecutors filed pleadings naming CAIR as an unindicted co-conspirator, a legal designation that does not charge a party typically due to a lack of evidence.^[38] In 2008, the long standing relationship between the FBI and CAIR discontinued in light of the technical legal designation.^[39]

Daniel Pipes and the Anti-Defamation League also criticize CAIR for historical ties to the Islamic Association for Palestine and opposition to Israeli policies.^[40][41] Investigative reporter Steven Emerson and author and blogger Robert Spencer also question the financial and personal roots of the organization.^{[42][43][44][45]}
