HarryCare HC Bill
Mickey Kaus dug through the HarryCare bill, and sure enough, it creates an immensely powerful, not terribly accountable, committee of experts whose policy suggestions will become law of the land without any action taken by Congress or the President. Call it the "Medical Reserve Board," or "Fed-Med": an unelected, unaccountable bureaucracy making decisions about medical care for all of us. From the central planners' perspective this makes sense. They know government-run health care will be enormously expensive, and that Congress -- because of those pesky elections -- will never cut benefits. The only way to keep government health care from bankrupting the country is to ration care, and any politician who votes to ration care will lose his next election. This way, HarryCare imposes enormously unpopular rationing without exposing incumbents to any political consequences. As an added bonus, members of Congress (who of course will enjoy taxpayer subsidized private health care forever) can hold their Fed-Med veto power over K Street, in order to squeeze health care lobbyists for campaign donations. You're welcome, America!
