Shell Bill Is:

"A shell bill is when they vote to proceed on a completely unrelated bill and then replace it with another. Congressional Quarterly describes it this way: "The Constitution requires that tax and revenue-raising bills — such as a health care overhaul — originate in the House. For that reason, the Senate is expected to take up a House-passed bill, strip the text of the measure and insert the text of the Senate’s health care bill. The text would be added as a substitute amendment…If Reid chooses the executive compensation bill as a vehicle, the move could embolden Republican opposition….An alternative vehicle is a bill the House passed Oct. 8 (HR 3590) that would extend the tax credit for first-time homebuyers by one year for members of the armed forces, Foreign Service employees and intelligence agency personnel who have been posted abroad during 2009.""

  1. Unbelievable! This can't be that's legal from any standpt. This 111th Congress is so sneaky, voting in the middle of the night & changing the locks on certain offices. I was trying to find some official info regarding HR 3590, 1st it was this homeowner's act, but also Reid's health care bill. You'd think there'd be unique id's for these docs…
